Colonel Yakubu Gowon, who succeeded Major General Aguiyi-Ironsi as head of state after an army mutiny in July 1966, tells delegates at a constitutional conference in Lagos that they should rule out the possibility of allowing the country to break up or of forming a unitary government.

He was making his opening remarks to the conference on September 13th 1966.
