“I have every doubt that happened. I really do,” said the Vice President. Pence then deflected to offer talking points about Trump’s commitment to doing great things for Americans, but Wallace brought it back.

“But no, if I may just stay in this point for one minute –” he said as Pence wrapped up the platitudes. “If I may just stay in this point for one minute, because Bob Woodward didn’t just quote somebody. He has the document here. This is the letter that he took off the President’s desk, marked September 2017, in which the President, if he had signed it, would have terminated the South Korean trade deal. This isn’t just talk; he’s got the goods here.”

“This is a President who puts people around the table and around the resolute desk in the Oval Office that bring him all of the options, that put on the table everything that he could be doing,” said Pence, in an apparent oblique implication that the letter may have just been one of several items the President was considering. “He invites a vigorous debate around the desk, and then he makes a decision. That’s how it really does work.”
