Driver Almost Caused Three Accidents And Wasn't Going Anywhere!

How many of you have ran into someone who has to speed but aren't going anywhere? That's what this video seemed to show. A driver cut in front of one driver, almost ran a light and caused an accident and then while backing up, almost ran over someone. If you were a cop, would you arrest them?
