Domestic Disturbance Ends in Fatal Police Shooting in Upland

On January 12, 2025, Upland police officers responded to a domestic disturbance at an apartment complex on the 1300 block of W. Foothill Blvd. The suspect, 36-year-old Steven Espinoza, was reported by his sister to be under the influence of fentanyl, armed with a knife, and threatening harm. She informed the dispatcher, "This is an ongoing thing and I’ve had enough. He pulled a knife on me already. He said he was going to hold us and himself hostage."

Upon learning that officers were en route, Espinoza exited the apartment and entered his vehicle, leading police on a brief pursuit along Foothill Blvd. The chase ended when his car overturned near the 800 block of N. Mountain Ave., approximately half a mile from the initial location. Espinoza then fled on foot into a residential area, armed with two knives.

Officers issued at least seven commands for Espinoza to remove his hands from his pockets, which he ignored. When less-lethal measures, including a 40 mm launcher, proved ineffective, and Espinoza continued reaching into his waistband, officers resorted to lethal force. After the shooting, officers administered medical aid, but Espinoza was pronounced dead at a local hospital. No officers or bystanders were injured during the incident.
