Mission 32: Compromised Corruption
Sitting outside The Royal Hotel in Downtown, Lincoln meets Donovan to discuss Tony Derazio, the man managing Sal Marcano's finances and connections with city officials. Donovan explains that Tony rarely leaves the penthouse atop the hotel, making him hard to reach. However, Lincoln decides to provoke him by targeting his men and disrupting his operations, forcing Tony to come out of hiding.

Mission 33: Construction
Lincoln meets Lennie Davis at the Swoosh Bar & Grill to discuss Jimmy Cavar, who runs a crooked construction racket in Downtown. Cavar has been blackmailing Lennie into approving fake building projects for Cavar Construction, including the new City Hall project. Lennie suggests Lincoln target Cavar's men to gather intel and weaken his control over the racket.

Mission 34: Blackmail
At The Tattler’s office, Lincoln speaks with reporter Harold Cauley, who reveals that Frankie Bernard is at the center of Derazio’s corruption racket. Bernard oversees bribes, blackmail schemes, and shady deals. Harold tips Lincoln off to Bernard’s dead drop locations used for bribes and a hidden stash of blackmail money. Lincoln sets out to intercept Bernard’s couriers and uncover his stash to bring down the operation.

Mission 35: Kill Tony Derazio
With intel from Donovan, Lincoln infiltrates The Royal Hotel to confront Tony Derazio in his penthouse. Using an elevator code provided by Donovan, Lincoln makes his way through Tony's guards and confronts him in his office. After a tense showdown, Lincoln throws Tony out the penthouse window, ending his reign over Downtown. Lincoln also retrieves Tony's ledger, exposing critical details about Marcano’s operations. Lincoln has to then escape the hotel and evade both the police and Marcano's men.

Mission 36: The Dead Stay Gone
Donovan briefs Lincoln on Enzo Conti, a veteran mobster running Barclay Mills and overseeing the industrial waste operations vital to Marcano’s casino project. Enzo distrusts the casino plan, suspecting Marcano will betray anyone not in his inner circle. Donovan believes Enzo could be persuaded to flip sides, so Lincoln begins investigating his industrial waste racket to find leverage against him.
