**Instructions:**
1. **Prepare the Cookie Base:**

- In a separate bowl, whisk together the flour, baking powder, baking soda, and salt.
- Gradually add the dry ingredients to the wet mixture, alternating with the milk, beginning and ending with the dry ingredients. Mix until just combined.
- Cover the dough and refrigerate for about an hour to make it easier to handle.
2. **Bake the Cookies:**
- Preheat the oven to 350°F (175°C).
- On a floured surface, roll out the chilled dough to approximately ¼-inch thickness.
- Use a round cookie cutter to cut out circles and place them on an ungreased baking sheet.
- Bake for 10 minutes or until the edges are lightly golden.
- Allow the cookies to cool completely on a wire rack.
3. **Prepare the Cream Cheese Layer:**
- In a medium bowl, beat the softened cream cheese until smooth.
- Add the powdered sugar and vanilla extract, mixing until well combined.
- If desired, fold in the Cool Whip for a lighter texture.
4. **Assemble the Mini Fruit Pizzas:**
- Spread a generous layer of the cream cheese mixture over each cooled cookie.
- Arrange the diced fruits on top of the cream cheese layer in a decorative pattern.
- Serve immediately, or refrigerate until ready to serve.
