Seniors are the largest demographic falling into homelessness.  Prop13 kept and keeps many housed.  We are spending Billions on homelessness without end.  Sure families can be forced to sell and get $1million or more...  That will last ~13 years in the San Francisco Bay Area.  As people are living longer more will outlive assets.  Better to have equity locked up in truly affordable housing than liquidated and lost to become reliant on public services.  Yes, for some areas with the $1Million exemption they are not affected at the moment.  We saw San Francisco in 2004 with median price of $400k go to over $1,200,000.  Areas like Sacramento (Elk Grove, Folsom, etc have prices over$1M) are there now and in 20 years or one generation will be in the same Unaffordable situation.  We are moving people from self-sufficiency to dependency on Government while our Government is falling more into deficit.  To get out Government is doing Intergenerational Injustice taking away multigenerational homes from those who may never own a home as not everyone makes $500k to afford a modest home.  Scapegoat Prop13 for schools but it saved schools by funding 41% of State Budget from State.  Unfortunately, Bonds are now the inequity that was under consideration from Serrano v Priest.  So much Illusory Effect created to cause division.
