Moving Plant Cart Vs. Truck

Info from Licensor: "We were driving to Home Depot to pick up some stuff for our gardening club when we saw a plant cart rolling across the road. We guess it wasn't secured to prevent that from happening. Luckily, we had a dashcam on that was able to capture the cart hitting a truck. It was really windy, so the cart probably just rolled out on its own. A bunch of paint was chipped off and there was a good sized dent in the panel. An employee said she saw it but I guess she didn't try to contact the truck owner through the PA system, because he walked out 10 minutes later and we had to deliver the bad news."
