Work to fix housing code violations is left unfinished after removing a retaining wall

The impact of a construction project along Hadden Road in Euclid is clear two houses down. Back in November of 2017, Janet Harley started construction on her recently-purchased Hadden Road home to fix violations from before she owned it. That included replacing a retaining wall next to a set of deteriorating steps.
