RULES FOR THEE AND NOT FOR ME

During Mr Stuart Chapman's safety exercise outside Perth Council house, it seems one of the WAPOL's officers was breaking the LAW.

On the phone while riding a bike is an offense, it can carry a fine of $500 / 3 demerit points. https://www.wa.gov.au/government/publications/mobile-phone-penalty-amendments-faqs

The officer is not setting a good example to members of the public. Will he be disciplined or is it RULES FOR THEE AND NOT FOR ME? ________________________________________________
