The suspected Russian and Chinese involvement in the cutting and damage to Baltic Sea underwater infrastructure is suspected as a form of hybrid warfare, and NATO navies are becoming more involved in patrolling the Baltic to prevent such attacks. The issue for NATO is that these attacks are not under the jurisdiction of military action, for which the alliance was created, but actually under the jurisdiction of law enforcement and possibly diplomatic and economic sanctions.
