Feb. 4, 1965 - President Johnson today indirectly rebuffed French President Charles de Gaulle’s call for a five-power conference to review the charter of the United Nations.
De Gaulle had scarcely finished telling his own press conference in Paris that Communist China should be brought into a meeting with France, Britain, the U.S., and Russia to consider possible changes to the U.N. Charter when Johson told his own news conference: “The problems of the United Nations are traceable not to the U.N. Charter, but to those countries which have violated either the spirit or the letter of the charter.”
