There is a symbiosis between the wealth of the community, and the security that brings, and the acceptance of more radical thinking - ideologies and leniency for offenders committing crimes against the community.
As the communal wealth declines, so does the support for the left side of politics; and the community seeks out more conservative ideologies, and stronger penalties for offenders.
