Alan Shatter (who is Jewish) served as Ireland's Justice Minister from 2011 to 2014. During his tenure, he significantly transformed the Irish citizenship process, personally granting passports to 69,000 foreign nationals.

In 2013, he expanded the Irish asylum process, citing the Syrian Civil War, although the highest number of asylum applications actually came from Nigerians and Pakistanis.

Shatter was particularly keen on increasing the number of Africans entering Ireland. Under his watch, the rejection rate for African asylum applications dropped from 47% to 3%, which led to him receiving the "Africa World Man of the Year" award in 2012.
