Who is 1 John 1:8-10 about? Believers? Unbelievers? Gnostics?

There are many different interpretations of 1 John 1:8-10 in terms of who he is addressing, even within Free Grace circles. Some say it's about the Gnostics, some say it's about believers, others say it's about unbelievers.
