This is happening even though there is an “emergency rule related to the aftermath of Hurricane Helene that addresses temporary housing. This rule, implemented by the North Carolina Office of State Fire Marshal (OSFM), allows for the construction of temporary shelters without strict adherence to the state building code through an affidavit process.“

In this video he’s referring to SB 382 which does not explicitly allow hurricane victims to sign a waiver of liability to live in homes not up to code temporarily (it’s a grey area)

But it doesn’t really matter because there is an emergency rule in place, right now, that allows them to live in them “The OSFM has adopted an emergency rule that streamlines the construction process for temporary housing by allowing property owners to construct shelters without the usual building code compliance”
