The rationale of the IDF of deeming it "permissible" to kill up to 20 civilians to get a low rank target reminds me a lot of the numbers games the US army did during Vietnam. Its the mark of an army desperate for some kind of result that could be spun into a positive narrative of battlefield success.
Just remember that American politcians from both sides supports this.
