India: Big Changes To Centre's Education Policy, "No Detention" For Class 5 & 8 Scrapped

The central government has abolished the "no-detention policy" for classes 5 and 8 in the schools governed by the central authorities. Under this revised policy, students who fail to pass the year-end exams may now be held back. Following the 2019 amendment to the Right to Education (RTE) Act, at least 16 states and two Union Territories have already discontinued the no-detention policy for these grades. If a student fails to meet the promotion criteria after the regular exams, they will receive additional instruction and an opportunity to take a re-examination within two months of the results being announced. Students who do not pass the re-examination will remain in the same class. During this time, the class teacher will work closely with the student and their parents, providing guidance and addressing learning gaps identified during assessments. The government has also stated that no child will be expelled until they complete elementary education. This amendment will apply to over 3,000 central government-run schools. Additionally, 16 states and two Union Territories, including Delhi, have adopted this revised policy.
