This responsibility is outside of the Church. Now there will probably be at least one gainsayer in the comments to bring up 1 Corinthians 14:34 and or 1 Timothy 2:12. But obviously they had not heard out the matter. There are two wittnesses to this point in the video that those passages are in context to a congregation of saints.
