A man tries to stop the blaze with all he has on him.. a piece of cloth. Probably makes it worse fanning the flames.. Why is there no fire extinguisher in each carriage?

The woman was allegedly asleep when the perpetrator set fire to her clothing. She managed to undress but not before her skin caught fire.. She has now reportedly died.. This comes the same day as Governor Kathy Hochul posts a brag about making subways safe..
