Founder and Promoter: Richard Heart launched HEX in 2018, positioning it as the first high-yield "blockchain certificate of deposit." He was heavily involved in promoting HEX, claiming it was designed to make investors rich by offering high returns through a 'staking' mechanism.
Unregistered Offerings: According to the SEC, from December 2019 to November 2020, Heart conducted unregistered offerings of HEX tokens, raising over $1 billion in crypto assets. This involved collecting Ethereum (ETH) through various methods, including so-called "recycling" transactions to gain control of more HEX tokens.
Additional Ventures: Heart also orchestrated two more unregistered offerings between July 2021 and March 2022 for PulseChain and PulseX, raising hundreds of millions more. These projects were meant to develop a crypto asset network and trading platform, respectively.
