House of Sticks: Now partnered with investigator Herschel Biggs at the Arson Desk, Phelps investigates the suspicious demolition of a house owned by Elysian Fields Developments. The case begins with the testimony of Herbert Chapman, a deranged man linked to the targeted arsons. However, further evidence, including forged contracts and shell companies, points to a larger conspiracy orchestrated by Leland Monroe, Elysian's corrupt owner. Phelps uncovers the systematic destruction of homes to drive out residents and clear land for Monroe’s redevelopment projects. With each discovery, Phelps realizes the depths of greed and corruption at play in shaping the city.

A Polite Invitation: Phelps delves deeper into Elysian Fields, now certain that Leland Monroe is at the center of a massive land-grab scheme involving bribery, arson, and murder. Phelps confronts Monroe at his lavish mansion, demanding answers. Monroe confesses to his crimes but reveals he is merely a piece of a larger, more insidious network tied to government officials and powerful business interests. As Phelps gathers evidence, he enlists the help of Elsa Lichtmann and begins to expose the conspiracy. However, the investigation becomes more dangerous as powerful enemies close in, determined to silence Phelps at all costs.

Nicholson Electroplating (DLC Case, must be completed before final case):

As the investigation unfolds, Phelps faces intense pressure from federal authorities to keep the case quiet, as it intersects with Cold War paranoia and national security. The case highlights the dangers of technological advancement and the lengths people will go to exploit it.

A Different Kind of War: Phelps and Biggs uncover the horrifying truth behind the conspiracy: a secret housing development tied to Elysian Fields and Dr. Harlan Fontaine’s twisted experiments. Fontaine has been using vulnerable war veterans, like Courtney Sheldon, to smuggle morphine while manipulating them into cooperating with Monroe’s plans. The investigation leads to an underground sewer system where Phelps confronts Fontaine and discovers the full scale of his sinister operations. In a climactic confrontation, Phelps sacrifices himself to save others as the sewers flood, bringing an emotional end to his journey. The case reveals the moral compromises and systemic corruption that have defined the city’s post-war transformation.
