Pennsylvania constitution protects your name and government created names

Men , woman and children own the name not government .
Why before 1933 " Social security act " did the 1873 constitution protect the name but in 1968 after the birth certificate ( human trafficking ) was Article 3 section 7 removed .
Public servants know what they are doing trafficking children.
