Why did Mark Milley interfere with the efforts to have the National Guard secure the Capitol even though he knew in early Dec 2020 that there would be large demonstrations?

Amid new reported findings about the security response at the Capitol on Jan. 6, 2021, Rep. Jim Jordan joined "Rob Schmitt Tonight" to react to a clip of Sen. Chuck Schumer discussing delayed deployment of the D.C. National Guard that day.
