The Russian President is speaking at the Ministry of Defence Collegium in Moscow, where he highlighted the bloc’s ramped up military spending and strike groups near Russia’s borders.

“The West is driving Russia to the red line; Moscow cannot help but respond to this,” he said, adding that the West imposes its rules on the world, while obeying only one itself - nor rules at all.
