People with Strabismus

A person with one eye off center is likely experiencing a condition called strabismus (also known as "crossed eyes" or "misaligned eyes") where one eye is not aligned with the other, causing it to look in a different direction than the focused eye; this can manifest as the eye turning inward (esotropia), outward (exotropia), up (hypertropia), or down (hypotropia).
