Investigation into cat thrown off train closed due to ‘absence of offense’

Twix the Cat died after being mistaken for a stray and ejected from a train in Kirov station. The investigation into his death was closed on Oct 8 due to ‘absence of offense,’ however Twix’s owner was only informed yesterday. Twix’s owner is considering appealing the decision.
