John Overington is a dedicated public servant and a pillar of West Virginia’s legislative history. Serving for 34 years in the West Virginia House of Delegates (1985–2019), he holds the record as the longest-serving member of the House. As Speaker Pro Tempore, he led initiatives for greater accountability, such as requiring recorded votes and advocating for legislative transparency.

Overington’s achievements include promoting Right to Work laws, tax reductions, and organizing regional legislative collaborations through the Quad State Legislative Conference. A strong proponent of education reform, he is now actively working with school boards to ensure libraries are free of inappropriate materials and that students have access to high-quality resources.

Beyond politics, John is a proud member of organizations such as the Rotary Club, NRA, and Historical Society, and remains committed to strengthening West Virginia’s future through advocacy and leadership.

John and his wife, JoAnn, live on a 200-acre farm in Berkeley County, embodying the values of hard work and dedication that have defined his career. Today, he continues to inspire others with his passion for progress, reform, and community.

John Overington:
John Overington graduated from Washington College where he received a B.S. in Chemistry and later did graduate study in Philosophy at George Washington University. He taught Chemistry at Oxon Hill High School for several years before moving to Berkeley County.

In 1984 he was elected to the West Virginia House of Delegates where he served for 34 years, now being the longest serving member of that body when he retired in 2019. He served as chair of the Industry and Labor Committee and later as Speaker Pro-Tempore. In the House of Delegates, he changed the legislative process to increase accountability, including requiring all bills be recorded votes on passage, single-delegate districts, helped organize the Quad State Legislative Conference where state representatives from Chambersburg to Winchester would meet each year to discuss regional issues.

In the Legislature he pushed an Article V Balanced Budget Amendment, Right to Work, tax reductions, and legislative scorecards for greater transparency.

He is active in many organizations including the Martinsburg Rotary, Bedington Ruritan, SAR, Society of War of 1812, the County and state Republican Party Executive Committees, Mensa, NRA, Historical Society and one of the organizers of the Eastern Panhandle Business Association. He currently is on the Board of one of the state charter schools.

He and his wife JoAnn of 49 years, live in the Bedington area on a 200-acre farm on the Potomac River.
