Ukraine banned itself from negotiations – Medvedev

Dmitry Medvedev names conditions under which negotiations with Kiev would be possible:

– should be real, not some ‘vague dream’
– relevant to the situation on the ground
– should meet Russia’s terms voiced many times by Putin
