Who's Behind this CASH DUMP on Minneapolis Freeway?

Troopers were dealing with an unusual call on Saturday around 1 p.m. on eastbound Interstate 94 near Portland Ave. in Minneapolis after motorists reported seeing $100 bills flying across the freeway. A FIRST Highway Helper and Trooper arrived in the area and picked up most of the money by around 1:20 p.m.
