    Start with 50% of DOD & Pentagon & Agencies staffs, then 2/3 Admirals and Generals with the 1000s on their staffs, close down overseas bases except in existing treaty allies. This would save billions and start a Joint modernization command that also creates a Joint warfighting doctrine. Finally make illegal for contractors to contribute to politicians.
