Goes to show how out of control our own laws are, written for the most incompetent of our citizens, but unfortunately, we have so many incompetent, we need many of these laws to protect everyone else. Unfortunately, the incompetents are the most likely to ignore the laws too. Then we see entire societies handling their tools without incident and we assume they don't know what they're doing any more than the person videoing while driving.
