The problem is, the Rotters are always active and self-aware, secretly sneaking around, bent on causing havoc and disguising themselves, while the good people among us tend to be peaceful souls, minding their own business, until something horrible happens.

And by then, it's often too late. The Vermin always seem to be just a step ahead of us, and usually, it's because they have the advantage of the Public Purse supporting them.

The problems the rats are busily creating --- on our dimes --- are already problems in full blossom before the rest of us wake up, get organized, and respond.
