Why is it when you start the vehicle hack variant of the Just Another Story side job, the target is already driving like a bat out of hell? V is barely in the drivers seat of his antenna-on-wheels and the other vehicle is already going flat out!

Once they're aware that the vehicle is being targeted sure, driving fast to get away makes sense. But they're already going with the pedal mashed all the way down right from the start.
