Hartford police shoots crazy armed suspect in the back of an SUV after failed taser attempts

The Connecticut Office of Inspector General released its preliminary report and body camera footage that shows a Hartford police officer shooting a man who had a gun.

Officers responded to a home in the 700 block of Maple Avenue at around 8:15 p.m. for the report of a man showing a firearm.

The inspector general’s office identified the man as 48-year-old Alexander Garay of Hartford, who authorities said took off in a car. Officers followed Garay’s vehicle, which crashed at Broad Street and West Preston Street.

The inspector general’s office released a portion of Officer Gabrielle Arruda’s body-worn camera, which showed Arruda and Officer Elvis Martizen approaching the car and ordering Garay to show his hands. The man ignored these commands.

The report said a Taser was deployed but was unsuccessful, and when Arruda saw Garay with a gun, she ordered him to drop the weapon. When he failed to do so, Arruda fired her gun twice, hitting Garay.

No officers were injured.

The report said Hartford police administered medical aid to Garay, who was taken to a hospital, where he is listed in critical but stable condition.

Police recovered a loaded Taurus Arms 9mm pistol near Garay when he was removed from the car, the report said.

Hartford police said Garay was a convicted felon and, therefore, illegally possessed the weapon and that the vehicle he was driving was not registered.

Garay was charged with operating without a license, operating an unregistered motor vehicle, interfering with police, criminal possession of a firearm and possession of narcotics. His bond was set at $750,000.
