So the CEO was just asked this question, and I think his answer makes a lot of sense. As you probably know, the GTA 5 released in 2013. That was only 3 years after GTA 4. Nothing compared to the 12 year wait of GTA 6.

It comes down to the insane speed tech is improving at. The CEO has said that tools like AI didn't actually make development cheaper. Instead it's raised everyone's expectations for quality. And at Rockstar, they believe that a delayed game is eventually good but,na rushed game is forever bad.
