These delays between finishing one quest for a character and being contacted to start the next need to be reimagined. I remember in the Grand Theft auto games like Vice City, the next step for the vast majority of characters could be started almost instantly after finishing the previous one.

The player was the one in control of the pacing, all they had to do was go to the quest-giving characters location on the map and that was it, the story went on.

What exactly did the developers think the player was going to be doing in the downtime between quests?
