ANSWER: Absolutely.
There has been a significant tidal shift on gun rights and gun ownership over the last thirty years.

It started in Florida, in 1987, when they adopted the first modern “shall-issue” carry law. The premise of which is that while it might be reasonable to require permits to carry firearms in public, it is not reasonable to grant the issuing authority the power to deny qualified applicants without cause.

What shall-issue laws do is to remove arbitrary discretion. We do not, after all, allow the DMV to deny drivers licenses to applicants who pass the tests, simply because they think that they don’t really need to drive.

And this has proved to be a an idea that has enduring support. And in succeeding decades one state after another followed suit.

In 1986 we had only 9 states that were shall-issue or didn’t require permits at all.

Today the count is 42.

There are almost 20 million people with carry permits, and who knows how many in the unrestricted carry states who carry as a matter of course.
