Why did Mel Brooks make light out of MKULTRA torture by playing a Nazi Scientist in The Muppet Movie?

Not only does he take this joke 'waaaaaay' far...I have to ask myself...why would a man who comes from people who suffered at the hands of the Nazis make such a crass joke in a childrens film?

I have a great sense of humor...and I can laugh at things that many people would find 'too serious'...I understand ironiy, sarcasm...dark humor...

Yet...something feels 'very off' about the MKULTRA scene in The Muppet Movie...why did a Jewish man make light of a Nazi Mind Control Scientist's experiments...these things 'actually' happened, not only in Nazi Germany but also in American under the MKULTRA program...filled with 'former' Nazis...

The dynamics for how this scene came to be is 'very worth' examining...who is who...what is what...all worth asking
