EXHIBIT M: Second Charter, UN coup?

In 2024 a well-endowed think tank published a draft proposal for a revised United Nations charter including extensive amendments to strengthen the world body. Its authors—working for the Global Governance Forum—include many prominent world federalists and not a few adherents of the Baha'i religion whose faith has long advocated a world government.

The effort was funded by the Global Challenges Foundation, headed by Hungarian-born philanthropist Laszlo Szombatfalvy in Sweden, who for decades has sought a new world order.

In our opinion, this Second Charter proposal represents a cautious intermediate step to a full-blown world federation—the snail's-pace, incremental approach toward world order being the most likely to succeed in the long run. Having said that, it's hard to imagine an Article 109 Charter review conference taking place, at last...without the "world-government maximalists" trying to scrap the UN Charter ENTIRELY—in favour of a comprehensive WORLD CONSTITUTION. Could their modest proposal, published this year, actually be a TROJAN HORSE for a more ambitious agenda? Time will tell.
