Water problems, mold, rotting wood and broken air conditioner units are just a few of the reported problems at an Indianapolis apartment complex

Marion County Public Health officials say they believe there are health hazards at the property, but they can't inspect it because the matter is in court. The department is seeking a court order to inspect all the occupied units at Shadeland Court.
