EU's top diplomat calls nuclear escalation threat 'irresponsible'

Any threat of nuclear escalation is "completely irresponsible", the European Union's top diplomat Josep Borrell said on Tuesday (November 19), reacting to Russian President Vladimir Putin's decision to lower the threshold for a nuclear strike in response to a broader range of conventional attacks.
