Summerall, Vice Pres. Dawes, and Vice Pres. Elect Curtis; rides with Mrs. Hoover to the White House; and reviews the parade. Hoover, Coolidge, Sen. Borah, Sec. of State Stimson, ex-Sec. of State Kellogg, Brit. Amb. Esme Howard, and others gather in the East Room of the White House to sign the Kellogg Pact. Reel 2, Part 1 (Paramount News), Hoover talks with officers aboard the battleship Arizona. Part 2 (Fox Movietone News), airplanes fly over the Arizona tied, up at Norfolk, Va. Part 3 (Pathe News), Hoover inspects the Arizona's personnel; poses with Secs. Hurley and Wilbur; rides through Ponce, P.R.; speaks to crowds in San Juan, P.R., after an introduction by Gov. Theodore Roosevelt; watches a parade on St. Thomas, Virgin I.; speaks to island women; and receives mail on the Arizona delivered by Army blimps. Part 4 (Hearst Metrotone News), Roosevelt introduces Hoover in San Juan. Shows Arizona scenes. Part 5 (Paramount News), Hoover reviews the 1932 Army Day parade at the Capitol Building.
