Genesis 7, The Tablet Theory, and a Local Flood

The previous videos on a "Local flood with global consequences" just took us to the start of chapter seven, showing how none of the statements made by Elohim or Yahweh were inconsistent with a flood that was local in extent if that flood would wipe out the chapter two works designed to bring Messiah. But the wording in chapter seven seems much more absolute. Is there any way this language could be consistent with a local flood? There is one, but it depends on the question of what the account is.
