What's up with all these old cities that look abandoned? So, there was an earlier RESET?

In addition to the bleached out whited out skies from photos of the past we also see massive cities almost completely abandoned. This is not a work of long exposure as we can find examples of cities with populations moving about captured perfectly from the same time period.
