The growth of the hair on the head of the Nazarite represented the dedication of the man with all his strength and powers devoted to the service of GOD. So much so that his hair or her hair was left alone, not attended to.
NUM CH 6 assumes that the Nazirite vow will normally be taken by a person on his own behalf. And that it would be for a certain amount of time, whatever that was. However, by no means does the Word prohibit a child being dedicated at birth or shortly after, and being a Nazarite for their life.Both Samson and Samuel are given to GOD by their mothers at birth or even before birth.and NUM 6 does not prohibit such a practice.
Samson was certainly a Nazirite. He was called by GOD before his birth (JUDG 13). But we know he too broke the vow with contact with dead bodies, maybe drink as well. However, he did die as a Nazarite.
