New York to revive congestion charge, now at $9

New York plans a congestion mitigation charge for driving in Manhattan starting in January, reviving a move that the state indefinitely put on hold earlier this year, Governor Kathy Hochul said Thursday (November 14). Ryan Brooks reports.
