Fewer Ohio offenders in prison and more in county jails starting July 1

Starting July 1, there will be limits placed on how harshly Ohio judges are allowed to sentence some low-level felonies, and many of those offenders will be diverted from prisons to county jails. That creates a problem for jails that are already overcrowded, officials say.
