The 10+2 rule, also known as Importer Security Filing (ISF), is a requirement introduced by US Customs and Border Protection (CBP) to enhance supply chain security by allowing CBP to identify and assess potential risks associated with imported cargo before it reaches US ports. Importers are required to submit 10 data elements, including information about the manufacturer, seller, buyer, consignee, and others involved in the transaction, as well as 2 additional data elements from the ocean carrier.
The 10+2 rule is closely connected to risk assessment in import operations because the data elements submitted by importers are used by CBP to assess the risk associated with the imported cargo. CBP utilizes sophisticated algorithms and targeting systems that consider factors such as the nature of the goods, country of origin, shipping route, and historical data to identify high-risk shipments that require further scrutiny.
Customs brokers play a vital role in assisting importers with compliance requirements of the 10+2 rule. They help importers gather and submit the required data elements accurately and in a timely manner, ensuring that their cargo meets regulatory standards and avoiding potential penalties or delays. Furthermore, customs bonds are also closely tied to the 10+2 rule and risk assessment in import operations. A customs bond is a financial guarantee that ensures the payment of duties, taxes, and fees to CBP, serving as a form of security that contributes to the overall risk assessment process.
In summary, the 10+2 rule is an essential component of risk assessment in import operations, enabling CBP to identify potential risks associated with imported cargo. Customs brokers play a crucial role in helping importers comply with the requirements of the rule, and customs bonds act as a financial guarantee and contribute to the overall risk assessment framework.
