Pakistan's government is building 2-million houses for more than 12 million people, displaced by flooding two years ago.
Just over a third have been completed so far. But millions of people are still waiting for their homes, whilst living under open skies and battling the elements.
Al Jazeera's Kamal Hyder reports from Mirpur Khas district, in Sindh province.
